FAME India Scheme: Energizing the Nation's Electric Mobility Revolution

In the pursuit of a cleaner and more sustainable future, India's electric mobility journey has been fortified by the visionary FAME India Scheme (Faster Adoption and Manufacturing of (Hybrid &) Electric Vehicles in India). Let's delve deeper into the layers of this transformative initiative that's rewriting the nation's transportation narrative.

NEMMP 2020: The Blueprint for Change

At its genesis, the National Electric Mobility Mission Plan 2020 laid the groundwork for an expedited transition toward electric vehicles and domestic manufacturing. From this blueprint emerged the FAME India Scheme in 2015, a strategic endeavour led by the Department of Heavy Industry to bolster electric and hybrid vehicle technology while ensuring sustainable growth.

Phase I: Pioneering Progress

The initial phase of FAME India was a crucible for change. It strategically focused on four pivotal pillars: stoking demand, fostering technological platforms, piloting projects, and erecting a robust charging infrastructure. This phase witnessed substantial support for approximately 2.78 lakh xEVs, bolstered by demand incentives amounting to around Rs. 343 Crore.

However, assessments revealed challenges, including a slower-than-expected pace in achieving fuel savings and CO2 reduction targets. Industry players exhibited cautious manoeuvring within their established capabilities, necessitating a recalibration of subsidies to incentivize cleaner technologies.

Phase II: A Glimpse into Accelerated Transition

Learning from the lessons of Phase-I, FAME India's Phase-II launched in April 2019 with an impressive budget of Rs. 10,000 Crore spread over five years. This phase pivoted specifically to empower public and shared transportation, earmarking significant support for an expansive fleet of e-Buses, e-3 Wheelers, e-4 Wheeler Passenger Cars, and e-2 Wheelers.

Government's Driving Force

The government's relentless commitment to driving EV adoption reverberates through a multifaceted approach. Initiatives such as the Production Linked Incentive (PLI) scheme for the Automotive Sector, slashed GST rates on EVs and chargers, exemptions from road tax and permit requirements, and the introduction of green license plates spotlight a comprehensive push towards EV transition.

Incentivizing the Shift: A Nuanced Strategy

Phase-II's incentive structure is meticulously tailored to target various vehicle categories. It offers incentives for registered electric two-wheelers, robust backing for e-buses, and incentives for hybrid four-wheelers, all aimed at expediting widespread EV penetration across the country.

As India charts its course towards an electrified future, the FAME India Scheme remains a pivotal enabler. Beyond mere policy formulation, the scheme embodies a paradigm shift by fostering awareness through collaborations with universities, industry conferences, and expansive awareness programs.
